URBACT ist ein europäisches Förderprogramm für nachhaltige Stadtentwicklung, das durch den Europäischen Fonds für regionale Entwicklung (EFRE) sowie die 27 EU-Mitgliedsstaaten, Norwegen und die Schweiz finanziert wird. Es unterstützt teilnehmende Stadtverwaltungen dabei, im Rahmen von Netzwerken mit anderen europäischen Städten und einer Gruppe von lokalen Stakeholdern ein Integriertes Handlungskonzept für ihre Herausforderung vor Ort zu erarbeiten und umzusetzen. Das Programm ist für alle Themen im Bereich der Stadtentwicklung offen. Für diese Förderperiode des URBACT-IV-Programms wird allerdings ein besonderer Schwerpunkt auf die drei Themen Klima, Digitalisierung und Gendergerechtigkeit gelegt.

Gefördert werden können Städte und andere öffentliche Einrichtungen aus den Mitgliedstaaten und den Partnerstaaten (Norwegen und Schweiz) der Europäischen Union sowie aus Ländern, die vom Instrument für Heranführungshilfe abgedeckt werden (Albanien, Bosnien und Herzegowina, Montenegro, Nordmazedonien und Serbien).
